Is Carbendazim banned in Europe?
Yes: carbendazim lost its EU approval in 2014 and was never renewed, over concerns it harms fertility and development. In the US it is not registered on its own, but it can still reach food as the breakdown product of a related fungicide.
What the EU does
Not renewed. The EU approval of carbendazim expired on 30 November 2014, and no company submitted an application to renew it, so its authorization lapsed. The substance is classified as toxic for reproduction category 1B, meaning it is presumed to harm fertility or the unborn child, and it was placed on the EU candidates-for-substitution list.
The EU still sets maximum residue limits for carbendazim, largely to police imports and to catch it as the breakdown product of related benzimidazole fungicides, but it is not an approved active substance for use on EU crops.

What the US does
Reaches food indirectly. Carbendazim is not registered as a stand-alone pesticide for US food crops, but it is the main breakdown product of thiophanate-methyl, a fungicide that is still used in the US. So carbendazim residues can and do appear on US produce even without anyone spraying carbendazim itself.
It briefly made headlines in the US when it was detected in imported orange juice, prompting FDA testing at the border. The practical result is a chemical Europe walked away from a decade ago that still finds its way into the US food supply through a side door.
