Europe's BPA Ban Becomes Real on July 20. Here's What Just Changed.
The EU's prohibition on BPA in food packaging stops being a date on paper this week. The UK was supposed to follow and blinked. The US, meanwhile, hasn't answered a four-year-old petition about it.
On July 20, 2026, one of the biggest chemical regulations in food history stops being a date on paper and starts being enforced at loading docks across Europe. From that day, most new food packaging containing bisphenol A, the can-lining chemical better known as BPA, can no longer be placed on the EU market.
The rule itself, Commission Regulation (EU) 2024/3190, was adopted in December 2024 and took effect in January 2025. But regulations like this come with transition periods, and the main one, 18 months, runs out on July 20. That’s the moment the ban bites for the products you’d actually buy: food cans, reusable bottles, kitchenware, jar lids, and the coatings, adhesives, and printing inks that touch food.
What the ban actually covers
The regulation prohibits BPA in the manufacture of food contact materials across plastics, varnishes and coatings, adhesives, printing inks, ion-exchange resins, rubbers, and silicones. Paper and board are explicitly excluded.
It goes further than BPA alone. The rule also restricts other bisphenols that carry the EU’s most serious hazard classifications, including bisphenol AF and TBBPA. That matters because the industry’s favorite response to BPA concern has been swapping in chemical cousins. One important nuance: bisphenol S is temporarily still permitted in plastic food contact materials at a strict migration limit while European food safety scientists finish evaluating it, so “the EU banned all bisphenols” would be an overstatement. What the EU actually built is a mechanism that closes the substitution loophole as classifications catch up.
Not everything changes on July 20. Canned fruit, vegetables, and fish get until January 2028, as do coatings applied only to the outside of packaging and professional food-production equipment. Factories can keep using BPA-containing equipment they already own until it wears out. And two narrow exceptions survive, for giant tanks over 1,000 liters and certain filter membranes, on one condition: no detectable BPA can migrate into the food, with “detectable” set at one microgram per kilogram.
Why Europe did this
In April 2023, the European Food Safety Authority finished a re-evaluation of BPA and cut its tolerable daily intake to 0.2 nanograms per kilogram of body weight per day. The previous benchmark, set in 2015, was 4 micrograms. That is a reduction of roughly 20,000 times, driven mainly by evidence of effects on the immune system. EFSA concluded that typical European diets, average and high consumers alike, exceeded the new safe level. Once a food safety authority says that, a ban becomes hard to avoid.
Worth knowing: this finding wasn’t unanimous across Europe. Germany’s federal risk agency publicly disagreed with the new intake level. Science at these vanishingly small doses is contested territory, and honest coverage should say so.
France, for what it’s worth, saw this coming a decade early. It banned BPA in all food contact materials nationally in 2015, and the EU banned it in polycarbonate baby bottles back in 2011.
The twist: Britain blinked
Here’s the part of this story almost nobody is covering. The United Kingdom planned to ban bisphenols in food packaging on the same July 20 timeline, then shelved it.
In early May 2026, the UK Food Standards Agency told stakeholders there would be no enforcement of a BPA ban until domestic legislation is formally introduced, which observers don’t expect before mid-2027. The delay followed lobbying from the Foodservice Equipment Association, which warned that the original deadline would send unsellable stock to landfill and give manufacturers too little time to adapt. The FSA says it still intends to ban bisphenols eventually.
So as of July 20, the English Channel becomes a regulatory border for your soup can: banned on one side, business as usual on the other.
And the United States?
The FDA’s official position is that BPA is safe at the levels currently found in food. Its only restrictions, on baby bottles and sippy cups in 2012 and infant formula packaging in 2013, were granted because industry had already abandoned those uses, not because the agency judged them unsafe.
A petition asking the FDA to revoke BPA’s approval in can coatings and adhesives, filed in January 2022 by the Environmental Defense Fund, the Endocrine Society, Consumer Reports, and others, has now been pending for more than four years, far past the 180-day window the law gives the agency to respond. When the FDA launched its new program to re-review old food chemicals this spring, it started with BHT and azodicarbonamide. BPA didn’t make the list.
American market forces have moved faster than American regulators: industry groups report that over 90 percent of US food cans now use BPA-free linings. But that’s a voluntary number with no legal floor under it, “BPA-free” often means a substitute bisphenol like BPS, and there’s no requirement to tell you either way.
The verdict: BPA in food packaging is banned in the EU as of July 20, 2026, with transitions to 2028 for some canned goods. It is delayed indefinitely in the UK. And it is legal in the US, where the FDA considers it safe and a four-year-old petition to restrict it sits unanswered.
